Alexander N. Panov - Born in Moscow in 1944. Graduated from the Moscow State Institute of International relations (MGIMO) of the Ministry or Foreign Affairs of the USSR in 1968. Speaks English and Japanese.
Has been working at the Ministry of Foreign Affairs of the USSR, the Russian Federation since 1968. Ambassador, Doctor of Political Science. Worked at the USSR Embassy in Japan, the USSR Permanent Mission to the UN, held the position of a Directorate Chief of the MFA of the USSR.
1992 - 1994 - the Ambassador of Russia in the Republic of Korea
1994 - 1996 - a Deputy Minister of Foreign Affairs of the Russian Federation
1996 - 2003 - the Ambassador of Russia in Japan
2003-2006 - the Ambassador of Russia in Norway
2006-2011 - the Rector of the Diplomatic Academy of the MFA of Russia.
Honored Member of the Diplomatic Service, awarded with the Order of Honor and medals.
Published works:
More than 50 publications in the field of international relations, a number of monographs including "The Diplomatic Service of Japan", "Post-War Reforms in Japan. 1945-1952", "From Mistrust to Trust" (in Japanese), "It Is Clear after the Storm" (in Japanese), "Russia and Japan: Formation and Development of Relations in the late 20th - the early 21st Century". The author of "The Book on Wine", "In the World of Politeness", a photographic album about Japan and personal photo-exhibitions in Japan.
